The bolt through the roller gets tightened tight… Ideally you have a bushing on the bow roller – plastic roller that is wider than the plastic roller so you do not bind up the plastic roller when tightening the nut on the bolt. The anchor guard gets fixed in position in the ideal position and the adjustment bolts also gets tightened in a position right under the bow roller bottom surface. Also remember that the plastic pad has two possible mounting positions with the “hoof” pointing forward or and the “hoof” pointing backwards.
